Ir. Harry Hartoyo, MM, MPM

Professional in Energy and Power sector with multiple achievements, in Indonesia and also overseas. His tremendous experiences was gained in the only SOE power utility company in Indonesia: PLN.

Mr. Harry Hartoyo holds a master degree in Public Management from Lee Kua Yew School of Public Policy, National University of Singapore, which includes a two months Executive Program in Harvard Kennedy School USA. He also holds a master degree in International management from University Indonesia. He obtained his degree in Electrical Power Engineering from Bandung Institute of Technology, Indonesia.

Experiences

    • July 2017 – present: Millenium Challenge Account (MCA), as Deputy Manager, Renewable Energy Program Delivery Unit.
    • 2016 – April 2017: PT. Dwi Patra Industri, as President Commissioner.
    • 2014 – 2016 : Commissioner Member PT. Komipo PJB (KPJB), a joint venture Komipo and PT. PJB as the O&M Operator of Tanjung Jati B #3-#4, coal power plant 2×660 MW.
    • 2014 – present : Independent Senior Advisor to PT. Maxpower Indonesia
    • 2013 – 2014 : Advisor to PLN
      • Program Director for Technical Cooperation between PLN (Indonesia State Owned Company) and Myanmar MOEP (Ministry of Electric Power). This Program succeeded to reduce losses up to 4% below previous level, in 10 pilot areas in Myanmar, in just 8 months.
      • Program Director for Power Generation Development in Myanmar, leading PLN Team and PT. Bukit Asam to develop a Coal Fired IPP in Myanmar.
    • 1982 – 2013 : employee of PLN
    • 2010 – 2013: Head of Corporate Delivery Unit (CDU/ Satuan Pengendalian Kinerja Korporat/SPKK) who reports to CEO and Board of Directors. CDU acts as PLN’s Corporate Performance Management Office that is also responsible to synchronizing strategic programs between PLN’s Business Units and PLN’s Subsidiaries; which include to debottlenecking when a strategic program might missed deadline. The setting up of the CDU System (Organization, Organization Performance System, Standard Operating Procedure) was developed in-house.
      • 2008 – 2010 : Division Head Distribution for Outer Jawa Bali, reported to PLN Director for Outer Java Bali Operation
      • 2003 – 2004 Marketing Director of PT Pro Infokom Indonesia, an ICT joint venture company between PLN/ICON and Telkom.
      • 1998 – 2000 Manager Business Development PT. PJB
      • 1996 – 1998 Manager Commercial PT. PJB
      • 1982 – 1996 Different assignment as engineer distribution in West Java and Jakarta.

International Exposures

    • 2006 – 2009 Project Leader for Working Group Distribution – HAPUA (Head of ASEAN Power Utility Association), representing PLN. This Working Group Distribution produced two HAPUA Guidelines, i.e.:
      • ‘HAPUA Guidelines for Minimizing Losses in Energy Delivery’, and
      • ‘HAPUA Guidelines for Alternative & Renewable Energy Power Plant Connection to Distribution Networks’
